Configure Group Source of Authority (SOA)

In brief

The guide now covers connecting with Microsoft Graph PowerShell, required permissions and cloud settings, troubleshooting consent, and the PowerShell command for changing a group’s source of authority.

What Entra admins need to know

Administrators using PowerShell can follow the documented module, tenant, cloud, and consent requirements; display-name tests require the additional Group.ReadWrite.All permission.

Connect with Microsoft Graph PowerShell

As an alternative to Graph Explorer, use Microsoft Graph PowerShell. First, install Microsoft Graph PowerShell, including the Microsoft.Graph.Groups module.

Permissions are granted to the application that calls Microsoft Graph. Consent granted to Graph Explorer doesn't grant permissions to the Microsoft Graph PowerShell application. Have an Application Administrator or Cloud Application Administrator grant the Group-OnPremisesSyncBehavior.ReadWrite.All delegated permission to the PowerShell application by using the consent procedure.

Sign in as a Hybrid Administrator to perform SOA operations. Replace <tenant-id> with your tenant ID:

Import-Module Microsoft.Graph.Groups
Connect-MgGraph -TenantId "<tenant-id>" -Scopes "Group-OnPremisesSyncBehavior.ReadWrite.All"

By default, the connection targets the global cloud. For another cloud, add -Environment China, -Environment USGov, or -Environment USGovDoD, as appropriate. Use the same tenant and cloud settings whenever you reconnect. For more information, see Microsoft Graph PowerShell cloud authentication.

The SOA permission doesn't grant permission to update group properties such as displayName. The display-name tests in the following procedure also require Group.ReadWrite.All, with consent granted to the application you use for those tests.

Prepare groups for Group SOA conversion and provisioning

If you want to provision the group back to AD DS, plan to complete the following steps to preserve the OU Path and set it in the Group Provision to AD configuration with the right mapping:

  1. Confirm that the synced group is read-only. Because the group is managed on-premises, any write attempts to the group in the cloud fail. The error message differs for mail-enabled groups, but updates still aren't allowed.

1. Now you can update the SOA of the group to be cloud-managed. Run the following HTTP operation in Microsoft Graph Explorer, or use `Update-MgGroupOnPremiseSyncBehavior -GroupId "<group-object-id>" -BodyParameter @{ isCloudManaged = $true }` in Microsoft Graph PowerShell. Replace `<group-object-id>` with the object ID of the group you want to convert to the cloud.
